Integrating Tourism Policy with Socio-Economic Development in Morowali

ABSTRACT
Pariwisata memegang peranan penting dalam diversifikasi ekonomi dan pembangunan berkelanjutan, khususnya di daerah-daerah yang bergantung pada sumber daya alam seperti Morowali, Sulawesi Tengah. Studi ini mengkaji integrasi kebijakan pariwisata dengan pembangunan sosial ekonomi, dengan fokus pada penyeimbangan kegiatan industri dengan pelestarian lingkungan, pelestarian budaya, dan pemberdayaan masyarakat. Perekonomian Morowali sebagian besar digerakkan oleh pertambangan, yang, meskipun berkontribusi terhadap infrastruktur dan lapangan kerja, telah menyebabkan degradasi lingkungan dan gangguan sosial budaya. Pariwisata menghadirkan jalur alternatif untuk ketahanan ekonomi dengan memanfaatkan bentang alam dan warisan budaya daerah tersebut. Penelitian ini menggunakan pendekatan metode campuran, yang menggabungkan survei, wawancara, dan diskusi kelompok terfokus di lima desa untuk menilai potensi pariwisata dan persepsi masyarakat setempat. Temuan penelitian menunjukkan minat masyarakat yang kuat terhadap ekowisata, agrowisata, dan wisata budaya, khususnya di desa-desa tradisional. Namun, tantangan seperti infrastruktur yang tidak memadai, kerusakan lingkungan, kesenjangan tata kelola, dan kesenjangan sosial ekonomi menghambat pembangunan pariwisata berkelanjutan. Rekomendasi kebijakan utama meliputi penyusunan rencana induk pariwisata yang komprehensif, peningkatan partisipasi masyarakat, promosi praktik pariwisata berkelanjutan, dan perbaikan infrastruktur. Investasi strategis dalam pariwisata dapat mengurangi dampak buruk industrialisasi, menyediakan mata pencaharian alternatif, dan mendorong revitalisasi budaya. Mengintegrasikan pariwisata dengan pengelolaan lingkungan dan tata kelola yang inklusif sangat penting untuk memastikan manfaat sosial-ekonomi jangka panjang. Studi ini menggarisbawahi pentingnya menyelaraskan kebijakan pariwisata dengan aspirasi lokal dan tujuan pembangunan berkelanjutan, serta memposisikan pariwisata sebagai katalisator pertumbuhan inklusif di Morowali.
