Abstract

This study aims to identify and analyze effective local human resource (HR) capacity building strategies in supporting the development of Walennae Lompulle Tourism Village. Walennae Lompulle Village has significant tourism potential, but sustainable development is highly dependent on the quality of local human resources involved. The research method used is descriptive qualitative with data collection through in-depth interviews, participatory observation, and document study. Key informants included tourism village managers, local tourism businesses, and community representatives. The results show that the optimal HR capacity building strategy includes (1) technical skills training relevant to the tourism sector (e.g., tour guides, homestay managers), (2) soft skills development (e.g., communication, excellent service, hospitality), (3) mentoring and facilitation for community groups, and (4) the establishment of networks with external parties (government, tourism associations, educational institutions). Increasing the capacity of local human resources not only contributes to improving the quality of tourism services, but also empowers the community economically and socially, thus supporting the sustainable development of Walennae Lompulle Tourism Village.
